Requirements were gathered, designs were created, code was written, testing happened, and only then did security get their turn at bat. It was a well-choreographed dance where everyone knew their role, their timing, and exactly what was expected of them.
Security teams had what seems like luxury now: time. Weeks or even months to thoroughly analyze applications, conduct penetration tests, and work with developers to fix issues before anything saw the light of production. They could dig deep into the codebase, understand the business logic, and provide comprehensive feedback that actually made applications more secure.
For security professionals, this era felt like having a magnifying glass when everyone else was squinting. They could examine every component, trace every data flow, and understand the complete attack surface before giving their stamp of approval.
But this apparent paradise came with a hefty price tag that we’re still paying today.
The waterfall approach created rigid silos that would prove catastrophic as technology evolved. Development teams worked in isolation, building features without understanding operational constraints. Operations teams inherited applications they’d never seen before, with no insight into architectural decisions. Security teams were brought in as external auditors rather than collaborative partners, positioned to say “no” rather than “here’s how we can make this work safely”.
When security issues were discovered, and they always were, fixing them was like performing surgery on a finished sculpture. The code was “complete,” the architecture was set in stone, and any changes rippled through multiple teams and systems. A single security finding could derail release schedules for months, not because the fix was complex, but because the entire system was designed around the assumption that everything would be perfect the first time.
Perhaps most importantly, this approach created a dangerous mindset that would haunt the industry for years to come: the belief that security could be bolted on at the end rather than built in from the beginning. It was like installing a security system after the house was built, instead of designing security into the architectural plans.
The illusion of thoroughness was just that, an illusion. While security teams had more time to review applications, they were reviewing them in isolation, without understanding how they’d actually be deployed, configured, or maintained in production. For developers and operations teams, DevOps was liberation. No more throwing code “over the wall” and hoping someone else could figure out how to deploy it. No more waiting weeks for server provisioning or configuration changes. No more finger-pointing when things went wrong in production because the same people who built the software were also responsible for running it.
But in the excitement of breaking down silos and accelerating delivery, everyone overlooked one critical detail: security was still operating in the old world.
While development and operations teams were collaborating in real-time, sharing dashboards, and deploying multiple times per day, security teams were still following the waterfall playbook. They needed weeks to properly assess applications, but now they had hours. They were accustomed to reviewing stable, finished products, but now they were faced with continuously evolving systems that changed faster than they could analyze them.
It was like trying to perform a detailed safety inspection on a race car while it was speeding around the track. The tools, processes, and timelines that made sense when applications changed monthly were completely inadequate when applications changed hourly.
The gap didn’t just widen gradually, it tore open like a chasm. The concept was elegant in its simplicity. Instead of treating security as a gate at the end of the development process, embed it throughout the entire lifecycle. Make security everyone’s responsibility, not just the security team’s burden. Automate security testing so it could happen at the speed of continuous deployment. Integrate security tools directly into the development pipeline so security feedback becomes as immediate and actionable as build failures or test results.
Around 2015, the pressure to get this right intensified dramatically. Marc Andreessen’s prediction that “software is eating the world” was no longer a clever observation…it was an undeniable reality transforming every industry. Traditional businesses were being disrupted by software-first companies that could iterate, adapt, and scale at digital speeds. Organizations that couldn’t match this pace weren’t just falling behind; they were becoming irrelevant.
This urgency sparked what became known as the “shift left” movement; the idea of moving security considerations as early as possible in the software development lifecycle. Instead of discovering security issues in production where they were expensive and embarrassing to fix, catch them during development when they were cheap and private to address.
The logic was sound: find problems early when they’re easy to fix rather than when they’re in production and risk of exploitation is potentially catastrophic.
The Unintended Consequences
DevSecOps and shift-left security looked perfect on paper, but reality had other plans. Like many well-intentioned solutions, the implementation created new problems that nobody anticipated; problems that sometimes made the original issues even harder to solve.
The integration of automated security tools across every stage of the development lifecycle did exactly what it was supposed to do: it found security issues everywhere. The problem was that “everywhere” turned out to be an overwhelming torrent of alerts, findings, and recommendations that flooded teams with more information than they could process.
Security tools started flagging everything with the enthusiasm of an overeager watchdog. Potential vulnerabilities, code quality issues, licensing problems, compliance violations, dependency risks, the alerts never stopped coming. Security teams found themselves sending developers spreadsheets with hundreds or thousands of findings, many tagged with urgent “fix immediately” labels.
Meanwhile, developers stared at these findings like archaeologists trying to decipher ancient hieroglyphs. Which vulnerabilities were actually exploitable in their specific environment? Which ones could wait until the next sprint? Which ones were false positives that could be safely ignored? The tools were great at finding potential problems but terrible at explaining which problems actually mattered.
The conversation between security and development teams became frustratingly circular and increasingly hostile. Security would point to their long lists of vulnerabilities and ask why nothing was being fixed. Developers would point back at the same lists and ask which issues actually posed real risks to the business. Neither side had satisfying answers about prioritization, risk assessment, or business impact.
This breakdown in communication began eroding the trust that DevSecOps was supposed to build. Security teams felt like developers were dismissing legitimate concerns and ignoring obvious vulnerabilities. Developers felt like security was crying wolf with every minor issue and creating bureaucratic overhead that slowed down delivery without providing clear value.
The collaboration that DevSecOops promised started falling apart under the weight of alert fatigue, conflicting priorities, and fundamentally different perspectives on what constituted acceptable risk.
History is Repeating Itself
And now, as we watch AI transform software development with the same revolutionary force that DevOps brought to the industry, we’re seeing the exact same pattern emerge. Just as DevOps accelerated development cycles beyond what security teams could handle, AI is creating another massive acceleration that’s leaving security scrambling to keep up once again.
AI-powered development tools are delivering on their promise of dramatically increased productivity. Developers can generate entire functions, debug complex issues, and explore new architectures with AI assistance that works at inhuman speeds. But these capabilities are also introducing entirely new categories of security challenges that existing processes were never designed to handle.
We’re not just dealing with the possibility of AI-generated code containing vulnerabilities, though that’s certainly a concern. We’re also facing the integration of AI tools themselves into development environments, creating new attack surfaces and data privacy risks. Additionally, we’re competing against attackers who are using the same AI capabilities to find and exploit vulnerabilities faster than ever before.
The scale and speed of AI-powered development are creating the same gap that DevOps created fifteen years ago, but with even higher stakes. Organizations are rushing to implement AI tools to stay competitive, but they’re also inadvertently creating new vulnerabilities that sophisticated adversaries are already learning to exploit.
Breaking the Cycle
Here we are again, caught in the same familiar pattern. Development capabilities have taken another giant leap forward, and security is once again playing catch-up. The cycle has become as predictable as it is problematic: innovation accelerates development, security struggles to adapt, new processes emerge to bridge the gap, and then the next wave of innovation starts the whole cycle over again.
But maybe that predictability is actually our opportunity.
The question isn’t whether we can stop this cycle—we can’t, and we shouldn’t want to. Each wave of innovation in development practices has delivered incredible value, enabling everything from mobile applications that connect billions of people to cloud platforms that power modern business. The real question is whether we can learn from previous cycles to handle this transition more gracefully.
